La Luz Restaurant Café, in the touristic Old Havana, is the only state owned restaurant I know of that offers its services in Cuban pesos, i.e. CUP.
Perhaps for that reason —Cubans are paid in CUP— it is highly frequented by citizens, although I have also seen foreigners in the locale, attracted by the kitchen's offerings and also the economic factor; in many of the other establishments in the oldest part of the city, a "ropa vieja" dish (using around 232 grams of beef) is priced around $4.00 CUC (Convertible Cuban Pesos) while here, at La Luz, you can enjoy the same for only $22 CUP, or $0.91 CUC cents.
Their famous Uruguayan steak is $40 CUP and their top sirloin (203 grams) is only $35 CUP. I could give more examples of what makes eating at La Luz so attractive (especially for tourists), but I prefer to just sum it up by saying, the whole deal is very convenient. Of course, they also have cocktails, drinks, beers and wines, all locally produced.
Their service hours are: Lunch from 12-5 p.m., while their "Romantic Dinner" is from 6-10 p.m.
I'll warn you that La Luz has no recognized culinary category, it is neither luxury nor super cheap, but, located on Obispo Street, it's air-conditioned room, its home-style kitchen and friendly personal service are factors quite appealing and pleasing to customers.
