La Luz Restaurant Café, in the touristic Old Havana, is the only state owned restaurant I know of that offers its services in Cuban pesos, i.e. CUP.

The Rossini Restaurant is part of a commercial complex known among those in Havana as 5th and 42, where there are stores, boutiques, cafés, a bakery, a market, and a toy store, among other establishments.

It doesn´t show up on any list of grand or most renowned Havana restaurants, but it should.

I confess, it had been a long time since I last visited this place, but with the intentions of staying up-to-date and giving objective commentaries, I went this past Monday, where to my complete surprise, it was full of nationals at around 2:30 p.m.
Through looking around, investigating, conversing and and checking out the menu, I found the reason: the whole atmosphere is geared toward sports, which the majority of Cubans love, particularly baseball, soccer and basketball.
